  1. Preliminary Examination of the Civil Services Examination for recruitment to the Services and Posts mentioned below will be held by the Union Public Service Commission on 5th June, 2022

  1. Civil Services (Preliminary) Examination (Objective type) for the selection of candidates for the Main Examination

  1. in case of an inadvertent/unintentional/ typographical error committed by a candidate in indicating the date of birth in the Online Application Form, the candidate may make a request to the Commission for subsequent rectification along with supporting documents, as specified in the Rule 5(3) of the Examination and the request may be considered by the Commission if the same is made latest by the date of the Civil Services (Preliminary) Examination, 2022 which is 05.06.2022.

  1. Candidates who have appeared at a qualifying examination the passing of which would render them educationally qualified for the Commission’s Examination but have not been informed of the result as also the candidates who intend to appear at such a qualifying examination will also be eligible for admission to the Civil Services (Preliminary) Examination. 

  1. An attempt at a Preliminary Examination shall be deemed to be an attempt at the Civil Services Examination.

  1. A candidate who is appointed to the Indian Administrative Service or the Indian Foreign Service based on the results of an earlier Examination and continues to be a member of that Service will not be eligible to appear at the Civil Services Examination-2022. In case such a candidate is appointed to the IAS or IFS after the Civil Services (Preliminary) Examination-2022 is over and the candidate continues to be a member of that Service, the candidate shall not be eligible to appear in the Civil Services (Main) Examination-2022 notwithstanding having qualified in the Civil Services (Preliminary) Examination-2022.

  1. The candidates applying for the Civil Services Examination should ensure that they fulfil all the eligibility conditions for admission to the Examination. Their admission at all the stages of Examination for which they are admitted by the Commission viz. Civil Services (Preliminary) Examination, Civil Services (Main) Examination – either Written or the Interview/Personality Test – will be purely provisional, subject to their satisfying the prescribed eligibility conditions. If on verification at any time before or after the Preliminary Examination, Main Examination (Written) and Interview/Personality Test, it is found that they do not fulfil any of the eligibility conditions, their candidature for the Examination will be cancelled by the Commission. The decision of the Commission as to the eligibility or otherwise of a candidate for admission to the Examination shall be final.

  1. The mere fact that an e-Admit Card to the Examination has been issued to a candidate, will not imply that his/her candidature has been finally cleared by the Commission or that entries made by the candidate in his/her application for the Preliminary examination have been accepted by the Commission as true and correct. Candidates may note that the Commission takes up the verification of eligibility conditions of a candidate, with reference to original documents, only after the candidate has qualified for Civil Services (Main) Examination. Unless candidature is formally confirmed by the Commission, it continues to be provisional.

  1. Candidates are informed that as the Preliminary Examination is only a screening test, no marks sheets will be supplied to successful or unsuccessful candidates and no correspondence will be entertained by the Commission, in this regard.

  1. The Civil Services (Preliminary) Examination will consist of two papers of Objective type (multiple choice questions) and carry a maximum of 400 marks in the subjects set out in sub-section (A) of Section II. This examination is meant to serve as a screening test only; the marks obtained in the Civil Services (Preliminary) Examination by the candidates who are declared qualified for admission to the Civil Services (Main) Examination will not be counted for determining their final order of merit. The number of candidates to be admitted to the Civil Services (Main) Examination will be about twelve to thirteen times the total approximate number of vacancies to be filled in the year through this Examination. Only those candidates who are declared by the Commission to have qualified in the Civil Services (Preliminary) Examination in the year will be eligible for admission to the Civil Services (Main) Examination of that year provided they are otherwise eligible for admission to the Civil Services (Main) Examination.

  1. The Commission will draw a list of candidates to be qualified for Civil Services (Main) Examination based on the criterion of minimum qualifying marks of 33% in General Studies Paper-II of Civil Services (Preliminary) Examination and total qualifying marks of General Studies Paper-I of Civil Services (Preliminary) Examination as may be determined by the Commission.

  1. Scheme and Subjects for the Preliminary Examination

A. PRELIMINARY EXAMINATION:

The Examination shall comprise of two compulsory Papers of 200 marks each.

Note

(i) Both the question papers will be of the objective type (multiple choice questions) and each will be of 

two hours duration.

(ii) The General Studies Paper-II of the Civil Services (Preliminary) Examination will be a qualifying paper 

with minimum qualifying marks fixed at 33%. 

(iii) The question papers will be set both in Hindi and English.

SYLLABI FOR THE EXAMINATION


Preliminary Examination

Paper I - (200 marks)                                                          Duration: Two hours

  •  Current events of national and international importance.

  •  History of India and Indian National Movement.

  •  Indian and World Geography-Physical, Social, Economic Geography of India and the World.

  •  Indian Polity and Governance-Constitution, Political System, Panchayati Raj, Public Policy, Rights Issues, etc.

  •  Economic and Social Development-Sustainable Development, Poverty, Inclusion, Demographics, Social Sector Initiatives, etc.

  •  General issues on Environmental ecology, Bio-diversity and Climate Change - that do not require subject specialization.

  •  General Science.



Paper II-(200 marks)                                                         Duration : Two hours

  •  Comprehension;

  •  Interpersonal skills including communication skills;

  •  Logical reasoning and analytical ability;

  •  Decision making and problem solving;

  •  General mental ability;

  •  Basic numeracy (numbers and their relations, orders of magnitude, etc.) (Class X level), Data 

  • interpretation (charts, graphs, tables, data sufficiency etc. — Class X level);

Note 1 : Paper-II of the Civil Services (Preliminary) Examination will be a qualifying paper with minimum qualifying marks fixed at 33%.

Note 2 : The questions will be of multiple choice, objective type.

Note 3 : It is mandatory for the candidate to appear in both the Papers of Civil Services (Prelim) Examination for the purpose of evaluation. Therefore a candidate will be disqualified in case he/she does not appear in both the papers of Civil Services (Prelim) Examination.
