Subject: Inclusion of Engineering Diploma Holders in Professional Engineers Bill 2025
Respected Sir/Madam,
I urge the AICTE Expert Committee to incorporate the following suggestion while finalizing the Draft Professional Engineers Bill 2025 to ensure a fair and inclusive framework for all engineering professionals, including Diploma Engineers.
Currently, the Bill lacks registration provisions for Engineering Diploma holders. To align with global standards, a dedicated category should be introduced for Diploma Engineers, similar to established frameworks in:

Advocates, Chartered Accountants, Architects, Dentists, Pharmacists, Doctors, Nurses, Homeopaths, Company Secretaries—have Acts passed by Parliament for their structured recognition and future growth.
Similarly, AICTE has released a draft of the Professional Engineers Bill, which includes provisions exclusively for B.Tech Engineers.

A close reading will show that there is no provision for registration or professional recognition for Diploma Engineers.
